Electronic Invoicing
Why?
According to Law 56/2007
bout Boost Measures for the Development of Information Society, the electronic invoicing scenario is about to change significantly in a short space of time:
- Electronic Invoicing will be compulsory in the State Public Sector from 1st April, 2008. The Ministery/Public Body/Public Sector Company will have to get it published in the Official Gazette that they accept Electronic Invoicing.
- The Government forces itself to promote electronic invoicing, and to work together with the Regions on that matter.
- SSEs, Special Significance Enterprises, i.e. those enterprises with more than 100 employees or an operation level higher than 6.010.121€ will be obliged from 28th December 2008 to have a channel to process, through the use of recongnised Digital Certificates, electronic hiring, filed complaints/claims, an exercise of their rights fro LOPD.
- The aforementioned Law 56/2007 will also oblige all the enterprises from sectors such as electricity, water and gas services, telecommunications, financial institutions, insurance companies, transports, shopping centres and travel agent’s to provide the users of their services (those who possess recognised certificates of eletronic signature) with a means of telematic interaction.
What is Electronic Invoicing?
It is an electronic document which fulfills the set, legal requirements involving invoices, thus guaranteeing:
- Authenticity of its origin
- Integrity of its content
- Signed by a digital ceritificate recognised by AEAT
- Sent to the addressee by electronic mean

- Simplification of the process: invoice records, accountancy, storage, etc, are notably simplified
- Security: the use of electronic signature digital certificates endows invoices with integrity and authentication guarantees on the issuer’s side.
